Starting a pest control business

I currently own a grease collection business that services restaurants and in California I was told that they require bi weekly pest control services. I would like to offer this service to them but looking at the requirements it says you have to work under an operator to start your own business or have a quality manager.

Are there people out there that would sponsor a startup company so we can start offering this service?
